As principal of VIA Design, an award-winning, women-owned architecture firm, Phaneuf brings a unique perspective to the NIC and the broader Norfolk community.

Phaneuf’s work is grounded in her belief that architecture must support both human and environmental needs. Shortly afterward, NIC was invited to join the Global Institute on Innovation Districts, solidifying Norfolk’s place on the global innovation map.

Phaneuf has been a vocal advocate for infrastructure projects that will make Norfolk more accessible and connected. She played a pivotal role in the SMART Grant application, an initiative to extend the city’s multimodal transportation network, connecting key innovation nodes with autonomous vehicles. This project, a collaboration with Siemens YUNEX, the City of Norfolk, and local transportation authorities, exemplifies her commitment to future-proofing Norfolk’s infrastructure.
Championing Community and Collaboration

Notable accomplishments include the Annual Invention Convention, developed in collaboration with Norfolk Public Schools to inspire young innovators, and a Memorandum of Understanding (MOU) with GTS to bring high-speed fiber and business incentives to NIC companies.
Through initiatives like the Anchor Institution listening campaign, Phaneuf has worked to understand the unique needs of Norfolk’s core stakeholders. This feedback has been critical in shaping NIC’s Unique Value Proposition (UVP), aimed at building a smart community known for environmental resilience, workforce development, and economic dynamism.
