Many of our affiliated businesses, institutions, and organizations are driving progress in sustainability and climate resilience. From cutting-edge research to community-based solutions, these efforts position Norfolk as a model for cities looking to align economic growth with environmental responsibility.
Port of Virginia: A Beacon of Clean Energy
In January 2024, the Port of Virginia achieved a significant milestone by becoming the first major East Coast port to power all its terminals with 100% clean energy sources, including solar, wind, nuclear, and hydropower. This accomplishment aligns with the port’s goal of achieving net-zero carbon emissions by 2040. Further advancing its sustainability efforts, the port received a $380 million federal grant to electrify its equipment and infrastructure, replacing diesel-powered machinery with zero-emission alternatives.
Innovative Sustainable Building Practices
Norfolk’s commitment to sustainable development is exemplified by the Ohio Creek Watershed project, a $112 million initiative aimed at reducing flooding and enhancing public spaces in the Chesterfield Heights and Grandy Village neighborhoods. This project integrates green and hard infrastructure to improve neighborhood connectivity and access to the water.

Additionally, the Water Street Open Space project, designed by Stromberg/Garrigan & Associates, transforms underutilized areas into vibrant, resilient public spaces, further showcasing Norfolk’s dedication to sustainable urban planning.
Advancements in Clean Energy
Norfolk is also making strides in clean energy through the Coastal Virginia Offshore Wind (CVOW) project. Developed by Dominion Energy, CVOW is the largest offshore wind project under development in the U.S., expected to generate 2.6 gigawatts of clean energy, enough to power 660,000 homes. The project is anticipated to be completed by 2026, contributing significantly to Virginia’s renewable energy goals.
Recognition of Resilience and Innovation

In January 2025, the NIC, in collaboration with the Elizabeth River Project, co-presented the inaugural Award for Innovation in Resilience. This award recognized exemplary projects such as the Ohio Creek Watershed project, the Port of Virginia’s Central Rail Yard Expansion, and the Water Street Open Space Initiative, highlighting Norfolk’s leadership in sustainable development.
